Xi Jinping Meets with Henry Kissinger and Other US Representatives of China-US "Track Two" High-Level Dialogue

On November 2, 2015, President Xi Jinping met with US Chairman of the fifth meeting of the China-US "Track Two" High-Level Dialogue and former US Secretary of State Henry Kissinger and other US representatives including former US Secretary of State George Shultz, former Secretary of the Treasury Robert Rubin, former Trade Representative Carla Hills, former Chairman of the Senate Committee on Armed Services Sam Nunn, and former Assistants to the President for National Security Affairs Stephen Hadley and Thomas Donilon.

Xi Jinping pointed out that it conforms to the common interests of the two countries and peoples to work together with the US to build a new model of major-country relationship between China and the US featuring non-conflict, non-confrontation, mutual respect and win-win cooperation. This September, I paid a state visit to the US at the invitation of President Barack Obama. We had candid and in-depth exchanges of views on bilateral relations and major issues of common concern in international and regional situation, reaching important consensus and achieving important results. The current China-US relations are facing new development opportunities as well as some challenges. The two sides should stick to a strategic perspective to treat and deal with the bilateral relations, enhance mutual trust, actively expand cooperation, properly handle differences and consolidate friendship. China and the US should hold a correct view toward each other's strategic intent. The two sides need to innovate their thinking, strengthen practical cooperation at bilateral, regional and global levels, expand common interests and deepen integration of interests. The two sides need to respect each other, seek common ground while reserving differences, and aggregate common ground while defusing differences.

Xi Jinping said that the recently concluded fifth Plenary Session of 18th Central Committee of the Communist Party of China (CPC) examined and adopted the "Suggestion of the CPC Central Committee on Formulating Thirteenth Five-Year Plan for National Economic and Social Development" which proposes a series of major initiatives in advancing China's reform and development. During the period of the "Thirteenth Five-Year Plan", China will implement the development concept of innovation, coordination, environmental protection, openness and sharing, continue to comprehensively deepen reforms, adhere to open development, follow the tendency of China's economy being deeply involved in world economy, pursue the open strategy of mutual benefits and win-win results, and develop an open economy at a higher level. It is believed that the formulation and implementation of the "Thirteenth Five-Year Plan" will push forward the sustained development of China's economy at a higher level. This will provide China and the US with more opportunities to exploit cooperation potential and expand cooperation space.

Xi Jinping fully recognized the positive significance of the China-US "Track Two" High-Level Dialogue, appreciated the positive role of Henry Kissinger and other US representatives in enhancing mutual understanding between the two countries and promoting the development of China-US relations, and encouraged them to continue to offer advice and suggestions, exert efforts and make new contributions to the development of China-US relations.

Henry Kissinger and others congratulated President Xi Jinping on his successful visit to the US which received widespread and positive responses in the US. The US-China "Track Two" High-Level Dialogue plays an important role for the two sides to have in-depth discussions on major issues concerning the bilateral relations and in providing suggestions to the two governments. They agreed that the US and China should build the bilateral relations through the spirit of cooperation, work to strengthen strategic dialogues, enhance mutual understanding, promote bilateral cooperation and prevent the development of negative factors in the bilateral relations.
