Pre-departure Tests Requirements for Passengers to China

In accordance with the latest COVID-19 prevention and control requirements of the Chinese government, all passengers flying from the Philippines to China are required to apply for health declarationcodeswiththe HDCmark (Hereinafter referred to as "Green Code") by logging on the website https://hrhk.cs.mfa.gov.cn/H5/ via computer or smart phone. The Embassy hereby reminds passengers to follow our latest requirements below that will be implemented starting from April 16, 2022.


1.Requirements of Quarantine

1-1 To apply for Green Codes, passengers to China are required to comply with a 7-day pre-departure quarantine, strictly monitor health status, take body temperature, truthfully fill in and upload the "Personal Health Monitoring Form" attached below. The form shall be completed and signed by the applicants or his/her guardian (for minors under the age of 18).

If any health conditions arise during the quarantine, the passengers and the close contacts shall postpone the trip.

1-2 Staffs of China-funded enterprises projects in the Philippines shall fulfill a 21- day pre-departure self-isolation. In addition to the "Personal Health Monitoring Form", a letter of Commitment to Quarantine Management issued by the China-funded enterprises in the Philippines is also required.

  

2.Tests Requirements before Boarding 

A. Passengers who have no infection history and have completed vaccination for more than 14 days, shall take 3 times PCR tests and 1 rapid antigen testing (RAT) before boarding, all the results are required to be negative.

A-1. 7 days before boarding, the 1st nucleic acid rt-PCR test should be done at a testing lab recognized by the Embassy (kindly see the List attached below). With negative results, please start the quarantine and health monitoring using the "Personal Health Monitoring Form”.

A-2. The 2nd nucleic acid rt-PCR test should be done within 48 hours before boarding and the 3rd test within 24 hours before boarding at two different testing labs recognized by the Embassy.

A-3. The rapid antigen test within 12 hours before boarding in a testing lab recognized by the Airlines. This test report is not required to be submitted for the Green Code application. Please be noticed that it should be presented for check-in at the airport.

A-4. Please upload the following documents to the website https://hrhk.cs.mfa.gov.cn/H5/ to apply for the Green Code.

① Three test reports of nucleic acid rt-PCR with negative results

② Vaccination Certificate

③ "Letter of Commitment on COVID-19 Vaccination" with signature. Kindly see attached

④ "Personal Health Monitoring Form" with signature. Kindly see attached

⑤ The data page of your valid Chinese visa or relevant valid residence permit

⑥ The data page of your valid passport or your travel document data page

⑦ Flight Itinerary

⑧ Staffs of China-funded enterprises projects in the Philippines shall upload a letter of Commitment to Quarantine Management.

  

√Please be reminded to check the above items carefully and make sure to upload all the documents required so as not to miss the flight.

B.For passengers who are not fully vaccinated, 2 nucleic acid rt-PCR test, 1 serology IgM antibody test and 1 rapid antigen test should be done before boarding and all the results should be negative.

B-1. 7 days before boarding, the 1st nucleic acid rt-PCR test should be done at a testing lab recognized by the Embassy (kindly see the List attached below). With negative results, please start the quarantine and health monitoring using the "Personal Health Monitoring Form”.

B-2. The 2nd nucleic acid rt-PCR test and the serology IgM antibody test should be done within 24 hours before boarding at a testing lab recognized by the Embassy.

B-3. The rapid antigen test within 12 hours before boarding should be done in a testing lab recognized by the Airlines. This test report is not required to be submitted for the Green Code application. Please be noticed that it should be presented for check-in at the airport.

B-4. Please upload the following documents to the website https://hrhk.cs.mfa.gov.cn/H5/ to apply for the Green Code.

①  Two test reports of nucleic acid rt-PCR test with negative results and one test report of serology IgM antibody with negative result

② "Personal Health Monitoring Form" with signature. Kindly see attached

③ The data page of your valid Chinese visa relevant valid residence permit

④ The data page of your valid passport or your travel document data page

⑤ Flight Itinerary

⑥ Staffs of China-funded enterprises projects in the Philippines shall upload a Letter of Commitment to Quarantine Management.

C. Those who have been in close contact with confirmed cases or asymptomatic infections without effective protection must be quarantined and observed for at least 14 days before departure to China. After meeting the conditions, please apply for the Green Code according to the corresponding requirements of the above-mentioned A and B categories, and truthfully explain their contact history.

D. For passengers with history of Covid-19 infection.

All passengers who have been diagnosed with Covid-19, or, staying in an undiagnosed condition but one of the nucleic acid rt-PCR tests, serum antibody IgM, and IgG test results shows positive before vaccination, or, the nucleic acid test shows positive after vaccination are required to truthfully report your infection records and testing results to the Embassy, and follow the steps below to apply for the Green Code after 6 weeks of recovery:

D-1. Please provide four reports of nucleic acid rt-PCR test negative results and the data page of valid passport or travel document to the Embassy via Email for checking.

The email address specified by the Embassy is chinaembassy_ph@163.com. The subject of your email should be "Name + Passport/travel document number + Application of recovery confirmation". Details as follows.

D-1-1. The process of recognizing recovery. After the nucleic acid test result turn negative, please take the 1st and 2nd nucleic acid tests at least 24 hours apart and obtain two negative reports (two tests should be separated by more than 24 hours in different testing labs). Once the said two negative nucleic acid reports are obtained, the recovery process is viewed as complete.

D-1-2. After the recovery process stated above is completed, the applicant should go to the testing labs recognized by the Embassy to take the 3rd and 4th nucleic acid tests at least 6 weeks after the date of issuance of the 2nd nucleic acid test report (the two tests should be separated by more than 24 hours in different testing institutions) and both results must be negative.

E.g., If the 2nd nucleic acid test report is issued on Apr.1, the date of the 3rd and 4th nucleic acid test must be after May 12.

D-2. After the procedures mentioned above are completed, please email the Embassy and wait to receive a reply of "Confirmation of Recovery Checking通过确认痊愈审核". Thereafter, please apply for the Green Code according to the above-mentioned quarantine and tests process A and B.

D-3. For the staffs of China-funded enterprises in the Philippines, after 6 weeks of recovery and receive the reply of "Confirmation of Recovery Checking” from the Embassy, then perform 21-day closed-loop management, health monitoring, pre-departure tests, and apply for the corresponding documents in accordance with the above-mentioned quarantine and tests process A and B.
