Latest Pre-departure Tests Requirements for Passengers to China

In accordance with the latest COVID-19 prevention and control requirements of the Chinese government, all passengers flying from the Philippines to China are required to apply for health declaration codes with the “HDC” mark (Hereinafter referred to as "Health Code") by logging on the website https://hrhk.cs.mfa.gov.cn/H5/ via computer or smart phone. The Embassy hereby reminds passengers to follow our latest requirements below that will be implemented starting from May 28, 2022.


1.Requirements of Quarantine

1-1 All passengers to China are required to comply with a pre-departure quarantine as required by the Airlines. If any health conditions arise during the quarantine, passengers and close contacts shall postpone the trip.

1-2 Employees of China-funded enterprises projects in the Philippines shall complete a pre-departure self-quarantine 10 days before boarding and a Letter of Commitment to Quarantine Management issued by the enterprises is also required. 


2.Tests Requirements 

A. All passengers shall take 2 times nucleic acid tests and 1 antigen test before boarding and all the results are required to be negative.


A-1. The 1st & 2nd nucleic acid test should be done in different testing labs recognized by the Embassy (kindly see the List attached below). Once passengers obtain 2 reports with negative results, please upload them to the website as soon as possible. The Embassy will issue blue Health Codes in time for those who meet the requirements. 

A-2. The antigen test should be done within 12 hours before boarding in a testing lab recognized by the Airlines. The report is not required to be uploaded to the website for Health Code application but please be noted that your check-in is only possible with a blue Health Code and a negative report of antigen test at the airport.

A-3. Please upload the following documents to the website https://hrhk.cs.mfa.gov.cn/H5/ to apply for Health Code. 

① Two nucleic acid tests reports with negative results

② The data page of your valid passport or travel document

③ The data page of your valid Chinese visa or relevant valid residence permit

④ Flight itinerary

⑤ A Letter of Commitment to Quarantine Management for employees of China-funded enterprises projects in the Philippines

⑥ Vaccination certificate if vaccinated

√Please be reminded to check the above requirements carefully and make sure to upload all the documents required so as not to miss the flight.


B. Those who have been in close contact with confirmed cases or asymptomatic infections without effective protection shall be quarantined and observed for at least 14 days before departure to China. After that, please apply for the Health Code according to above-mentioned tests requirements, and truthfully explain contact history.


C. For passengers who caught Covid-19. 

Those who caught Covid-19, what means who have been diagnosed with Covid-19 or undiagnosed but the nucleic acid test shows positive, please apply for the health code after 6 weeks of recovery.

C-1. After 6 weeks of recovery, please provide 4 reports of nucleic acid tests with negative results and the data page of valid passport or travel document to the Embassy via Email for checking. Subject of the email should be "Name + Passport/travel document number + Application of recovery confirmation". 

The email address specified by the Embassy is chinaembassy_ph@163.com. 

C-1-1. Recovery Recognition. 

Waiting for the nucleic acid to turn negative: Please take the 1st & 2nd nucleic acid test in two different testing labs recognized by the Embassy at least 24 hours apart. After obtaining the abovesaid 2 nucleic acid reports with negative results, the process of recovery recognition is considered complete.

C-1-2. After completing the process of recovery recognition, please take the 3rd & 4th nucleic acid test at least 6 weeks after the date of issuance of the 2nd report in different testing labs recognized by the Embassy at least 24 hours apart and both results should be negative. It’s also required to be in good health condition during the time.

E.g., If the 2nd report is issued on Apr.1, the date of the 3rd & 4th test should be taken after May 12.

C-2. After completing the C-1 procedure, please email the Embassy and wait to receive a reply of "Confirmation of Recovery Checking通过确认痊愈审核". Thereafter, please apply for the Health Code according to the above-mentioned quarantine and tests requirements.

C-3. Employees of China-funded enterprises in the Philippines, please perform the 10-day closed-loop management and pre-departure tests after 6 weeks of recovery and receive a reply of "Confirmation of Recovery Checking通过确认痊愈审核” from the Embassy, and then apply for the Health Code according to the above-mentioned quarantine and tests requirements.

D.Note

Please refer to this Notice and all previous Notices have expired. The latest Notice will be officially implemented from May 28, 2022. Passengers who take flights after the date should pay attention to abide by the latest requirements.
