On December 18, 2015 local time, Foreign Minister Wang Yi attended in New York the third foreign ministers' meeting of the International Syria Support Group. Wang Yi put forward China's propositions and suggestions on politically solving the Syrian issue in five respects including launching peace talks, ceasing fire and stopping violence, joining forces to combat terrorism, humanitarian rescue and economic reconstruction.
First, as for peace talks, the list of oppositions attending the negotiations should be open and embody representativeness, balance and inclusiveness as much as possible. Those take part in no extreme and violent terrorist acts and support the political solution process should be given an opportunity to attend the negotiations, and the UN could involve in the process to make relevant work more authoritative and legitimate.
Second, with regard to ceasing fire, we should advance it gradually from easy to difficult work, from one to all aspects and from partial to overall situation by considering the feasibility in reality. With the advancement of the peace talks and establishment of mutual trust, we are constantly expanding the cease-fire area. The UN Security Council should authorize establishing cease-fire and supervision arrangements at a proper time and authorize and deploy peace-keeping missions when the conditions are ripe.
Third, as to counterterrorism, we focus on enhancing coordination to join forces. We hope that the foreign ministerial meeting will coordinate counterterrorism actions of all parties in Syria to join forces. Joint efforts to combat terrorism should be demonstrated not only in military actions but also in other aspects such as information exchanges and severing the channel of terrorist personnel and capital.
Fourth, in the field of humanitarian rescue, we should ensure the success of the humanitarian aid conference for Syria, and increase humanitarian support to Syria and its neighboring countries. China has sent multiple batches of humanitarian aid to Syria and the other countries in the region and will strengthen coordination with relevant parties.
Fifth, concerning reconstruction, we can consider establishing a friendly group for the reconstruction of Syria, and timely convene a conference of aiding countries for the reconstruction of Syria. China suggests to establish a reconstruction trust fund led by the UN to encourage the refugees to voluntarily go back to their homeland through reconstruction and specially establish a funding programme for the refugees to resettle and be reemployed in their homeland in the international aid process.
Wang Yi expressed that the Syrian issue is very complicated. Protecting one's own interests will only come to a dead end, and only by mutual compromise and inclusiveness can we open up new space. It is hoped that all parties will seize the opportunity, shelve the disputes, pool the consensus, and overcome the difficulties to jointly advance the political solution process of the Syrian issue. China will continuously play a constructive role to this end.
